Licensing Requirement

  • Indianapolis requires Hosts to obtain a Short-Term Rental Permit from the Department of Business & Neighborhood Services.

  • A few listing types are exempt from registering:
    • Hotels and motels do not need to register as short-term rentals.
    • Long-term stays (rentals exceeding 30 consecutive days) are typically exempt.

  • The total cost for a Short-Term Rental Permit is $150.

Renewals

  • Permits must be renewed annually with a renewal fee of $0.
  • Licenses expire one year from the date they are issued.

Actions a host needs to take

Step 1: Create a Citizen’s Access Account

  • The short-term rental application process in Indianapolis is managed through the Department of Business & Neighborhood Services (DBNS) Citizen Access Portal.
  • Hosts must create an account before applying for a short-term rental permit.

Step 2: Submit a Short-Term Rental Application

  • Once logged into the Citizen Access Portal, select Business Licenses and then Create An Application.
  • Select the Short-Term Rental record type and follow the guided steps.
  • Provide applicant information, property details, and agree to the terms and conditions.

Step 3: Payment & Confirmation

  • Pay the required application fee through the City’s third-party payment processor.
  • Hosts will receive an email confirmation upon successful submission and payment.
  • The DBNS will process the application, and if approved, the host will receive their permit via email.

Step 4: Input Permit Number

  • Once you receive your registration number, add it to your Airbnb listing.
