De Kouter is a square in the center of the Flemish city of Ghent.
Older names for this square are Paardenmarkt, and Place d'Armes.
The square was traditionally used not only for all kinds of festivities, but also for public assemblies in the city.Since 1772, and until today, a flower market is held on Sundays.

The Kouter is surrounded by stately, mostly nineteenth-century buildings, including the Handelsbeurs building and the Opera.
Another reason why the neighborhood today is one of the most exclusive (and safe) in the city.
It is also the financial center of the city.

It connects the popular shopping street De Veldstraat with De Brabantdam where the more exclusive stores can be found.

On the square there is a late 19th century, cast iron kiosk, built to the design of the Ghent city architect Adolphe Pauli in 1878.

There is also a modern work of art by the American artist Jessica Diamond entitled "The Mystic Leaves".
In 1998, the entire square was thoroughly restored.
